Generates the stop line for an intersection exit.
Parameters
- laneCount: number
  total number of lanes
- laneWidth: number
  width of each lane in world units
- stopLineOffset: number
  distance from origin to the stop line
- angle: number
  angle in radians
- numLanesIn: number
  number of inbound lanes
